Turn on credit-monitoring features for a **dormant** user — one that was enrolled through identity verification but without any active features.
`POST /users/activate-features` is the only path that activates features for a dormant user. It enrolls the host's configured features (scores, reports, alerts), moves the user onto the standard monitoring rate, and can only be called once. The user must be authenticated with their own user token, must already be enrolled, and must not already have features.
