# Dormant users — verify now, activate later

### Dormant users — verify now, activate later
You can enroll a user through identity verification **without turning on any paid monitoring features**. We call this a **dormant** user. It lets you pre-enroll users at sign-up or in a freemium tier and only start paying the full monitoring rate once the user actually engages with credit monitoring.
**How it works**
- **Create one.** Pass `"dormant": true` on [`POST /direct/user-reg`](/client-spec/direct-user-registration). The user completes an identity flow exactly like any other user, but is enrolled with **no features** — no scores, reports, or alerts.
- **Activate later.** When the user decides to start credit monitoring, they call [`POST /users/activate-features`](/client-spec/user-feature-activation) themselves (authenticated with their own user token) to turn on the host's monitoring features. A user can be activated only once.
- **Pause if unused.** If a user hasn't activated by the end of their first month, pause them with the [pause/resume enrollment endpoints](/client-spec/direct-profile-management) so they stay inactive; resume or activate them whenever they're ready.

**Billing**
Dormant users are billed only for what they use:
- **First month, still featureless** — a low **one-time verification fee**, charged only if the user stays dormant for the **entire month**.
- **Any month with features on** — the standard recurring per-user monthly rate. This includes the first month if they activate during it: activating forfeits the verification fee and bills that month at the standard rate.
- **Later months, still featureless** — **not billed** at all, until they activate.

Dormant enrollment must be enabled for your account. Contact your account manager to turn it on; until then, sending `"dormant": true` returns `SC352`.
